At the so-called âGovernment Twoâ at the UN Tribunal for Rwanda Prosper Mugireneza and 3 others were faced every charge from conspiracy to commit genocide to extermination, but with the vigorous defense work of Tom Moran and Cynthia Cline, Mugireneza was acquitted of all charges. In light of the prosecution theory of a government conspiracy to commit genocide, the outcome should cause all commentators to revisit their notions of the 1994 Rwandan events. But another issue is why the rights of Mugireneza and the others have not been restored. They remain in legal limbo in Arusha, Tanzanian, facing an uncertain and perhaps dangerous future.
