Dr. Raul A. Montenegro is a biology professor at the University of Cordoba in Argentina. He tells us of a long struggle to obtain justice for those who live in the vicinity of a cement factory that burns hazardous waste. The Holcim Cement facility is emitting dioxins in excess of the limits set forth in its operating permit. This information only became available to activists due to the strength of character of a government employee who blew the whistle. Dr. Montenegro and the environmental group know as FUNAM are using the dioxin emissions data to forge ahead with efforts to protect the community health from exposures imposed by smokestack releases of the cement factory. Reaching out to the international activist network and news media are central among their strategies.
