Robin Philpot discusses the recent Commonwealth meeting held in Kigali and the strange neo-colonial story of how Rwanda went from a country with French as an official language to a brand new part of the the British Commonwealth. PM Trudeau had indicated the meeting would issue a condemnation of Russia's military operation in Ukraine, but, as it turned out, the African members would not go along.
